Really? I imagine he's saying "Chop! Chop! Chop! Chop!..." as if he's super excited about chopping stuff... possibly in a 'special' kind of way...
I think he looks like he is making noises like the superhuman linebackers on Mutant League Football(old Sega Genesis game).
